MED-A3 and SVOP course, Parry Sound April 16th-20

Georgian College has agreed to run Marine Emergency Duties-A3 (MED-A3) and  Small Commercial Vessel Operator Proficiency Training Course (SVOP) courses in Parry Sound using classrooms at Canadore College.  

MED A-3 will start Monday April 16th and SVOP on Tuesday-Friday April 17-20. Please use the contact information at the bottom of the page to sign up. Parry Sound will NOT be a regular course site and the more people we get on the class the lower the price per person. This certification is valid for LIFE

Why do I need the SVOP course?

Transport Canada (TC) regulations state that in order to carry more than six (6) passengers (see definitions below) or drive a 'commercial' boat over 8m (26.5 feet) the driver/captain of the boat must have completed a Small Commercial Vessel Operator Proficiency Training Course (SVOP). Before you can do this course you must complete the Marine Emergency Duties-A3 (MED-A3) course. You also have to do a 'standard provincially recognised' 16hr first aid course before you will be certified. The 1st Aid course will be offered by local instructor Danny Shoebottom and is tentatively scheduled for April 26 and 27 if you don't already have it (Danny is running these constantly if you can't make that one).

Question; What is a Commercial Vessel (TC Definition)

Answer (copied from Transport Canada (TC) website);

"Commercial vessel"a vessel that is not a pleasure craft or used for commercial fishing. The Small Vessel Regulations do not define "commercial" but refer instead to "vessels other than a pleasure craft."

Both "commercial vessel" and "non-pleasure vessel" are used in this (TC) guide to mean "vessel other than a pleasure craft." Vessels of all types, including human-powered vessels and vessels that are owned by any level of government and government entities like fire and police departments, are commercial vessels unless used only for pleasure.

A small commercial vessel is a vessel that is no larger than 15 gross tonnage and, if it is used to carry passengers, carries no more than 12 passengers.

 Question:What is a Passenger?

Answer (copied from TC website);

The definition of "passenger", as found in the Canada Shipping Act, 2001, is as follows:


“passenger” means a person carried on a ship by the owner or operator, other than;
  1. A person carried on a Safety Convention ship who is
    • the master, a member of the crew or a person employed or engaged in any capacity on board the ship on the business of that ship, or (ii) under one year of age,
  2. A person carried on a ship that is not a Safety Convention ship who is
    • the master, a member of the crew or a person employed or engaged in any capacity on board the ship on the business of that ship, or (ii) a guest on board the ship, if the ship is used exclusively for pleasure and the guest is carried on it without remuneration or any object of profit,
  3. A person carried on a ship in pursuance of the obligation on the master to carry shipwrecked, distressed or other persons or by reason of any circumstances that neither the master nor the owner could have prevented, or special purpose personnel

 MED A3 — Small Non-Pleasure Vessel Basic Safety

The MED A3 course is in lieu of the MED A1 course for crew members of small non-pleasure vessels less than 150 gross tons, including fishing vessels operating not more than 25 miles offshore and passenger vessels, not including ferries, with unberthed accommodations, only on Near Coastal 2 and sheltered waters.
At course completion, participants will possess the basic skills to enable the mariner to successfully succeed in the marine environment. Topics covered include marine hazards and emergencies, marine fire fighting, lifesaving appliances and abandonment,survival and rescue skills.


Small Commercial Vessel Operator Proficiency Training Course (SVOP)

In accordance with the Canada Shipping Act all commercial and fishing vessels, regardless of length, must have a certified master on board. A holder of a Small Vessel Operator Proficiency Training certificate can operate certain small commercial vessels and in some cases a Pleasure Craft Operator Card will be accepted by Transport Canada Marine Safety.
The SVOP course has been tailored to meet the training needs of the small vessel master and is accepted in lieu of a master’s certificate. Topics include stability, collision regulations, chartwork and pilotage, shipboard safety, pollution prevention, meteorology, Canadian buoyage system, radar, and the use of marine charts to execute a voyage.
The course is all classroom instruction with no practical boating exercises. If you require an on-board training course, we offer a two-day practical boating course that can be customized to meet your specific needs.
The SVOP course is for operators of small commercial vessels other than tugs and fishing vessels:
      • Less than 5 GT (gross tons) engaged on sheltered waters or Near Coastal 2 voyages (not more than 25 nautical miles from shore)
      • Fishing vessels less than 15 GT (gross tons) or 12m overall length operating not more than 25 miles offshore engaged on sheltered waters or Near Coastal 2 voyages

Course Registration Information

Hi Matt,

I’ve set up the MED A3 (April 16) and SVOP (April 17-20) in Parry Sound at Canadore College.  Participants can use the attached registration form and fax to 705-722-5118. 

Everyone will also require a Candidate Document Number (CDN).  Without a CDN, they will not receive their Transport Canada certificate at the end of the course.  They can complete the attached CDN application and along with 2 pieces of ID (one must be photo) go to any Transport Canada Marine Safety office and get one issued.  One should call ahead to TC to make sure someone is there to assist them. 

Once they are registered they will receive confirmation of registration and details.
